Capital City 2030: Transforming Downtown Dover” Master Plan Unveiled as Roadmap to Revitalize City’s Downtown

After over a year of extensive research and analysis, the Dover Downtown Partnership (DDP), along with Mosaic Development Partners, Bernardon, Kimley-Horn, and Econsult Solutions, Inc., has presented a comprehensive master plan aimed at revitalizing the downtown area of Dover, Delaware. The “Capital City 2030” plan could attract over $500 million in investment to the downtown district and includes 15 acres of developable land, close to 100,000 square feet of commercial space, a grocery store, a boutique hotel, a food hall, co-working spaces, and reimagined greenspaces of Memorial Park and Riverwalk complete with Amphitheater and Community Center.

The proposed plan seamlessly integrates historic Dover with modern design and aims to create a multi-modal hub and pedestrian-friendly downtown to support the city’s long-term growth. The goal is to add 2,000 new residents across six building sites, providing much needed density across Loockerman Street to facilitate a destination Downtown Cultural District.
